Vinyl-2-Life Action Plan - Product Stewardship

In order to prioritise industry activity and address barriers to vinyl recycling, the Vinyl Council launched the Vinyl-2-Life Action Plan in 2006 as a key component of the PVC industry’s Product Stewardship Program. The plan identifies the next steps in recovery, re-use and recycling of key PVC applications to increase further the rate of PVC recycling in Australia. The intention is to give PVC or vinyl products a second life.

The
Vinyl-2-Life Action Plan was developed based on key findings of the National PVC Waste Audit and industry’s current ability to influence the recovery strategy. The plan does not set out to tackle all PVC waste streams, but targets those with significant volume, available infrastructure or particular sensitivities from the community’s perspective.

Initially, three key waste streams from industry sectors were identified: Construction, Packaging and Automotive. Today the focus is predominantly Construction and Packaging with some additional initiatives in areas such as medical waste. As at 2009, the current objectives relate particularly to the following market segments:

1. pipes
2. floor coverings
3. bottles
4. medical devices.


Vinyl-2-Life actions are reviewed quarterly by a Technical Steering Group under the Product Stewardship Program and the Plan is constantly updated as actions are completed and new aspects of recovery identified. Recycling projects have been initiated and data on PVC waste generation and recovery has been improved.

Actions under
Vinyl-2-Life have included:
• a pilot project to test the feasibility of closed loop recycling of cable waste
• the extension of pipe recovery trials from Sydney to Melbourne
• investigation into the feasibility of recovery of blister packaging
• trialling recovery of end-of-life flooring and installation off-cuts from new vinyl floor coverings
• a trial to divert post-use medical devices from landfill
• data collection

The
Vinyl-2-Life Action Plan seeks to fill the gaps between end-of-life product and PVC recyclers. It will complement and further develop current PVC recycling practices.
